The Canary Islands Government is allocating seven million euros in funding for migration and social inclusion to project organisers. Two further decisions in the same issue of the Official Gazette concern a power line in San Bartolomé de Tirajana on Gran Canaria and the building control authority in La Frontera on El Hierro.

The Directorate-General for Social Services and Migration has finalised the allocation of funding; the list of recipients is available in the Official Journal of the Canary Islands. The call for applications opened on 18 June. A total of 1,250,000 euros has been earmarked for the migration sector. The largest share, amounting to 4,317,173.04 euros, goes to funding line 2.1, which supports and socially integrates people facing social exclusion. This amount has increased by 67,173.04 euros, which comes from line 2.2. A further 232,826.96 euros remains for local authority inclusion plans under funding line 2.2, whilst 1,200,000 euros is allocated to funding line 2.3. Depending on the chosen payment method, the funds are either paid in advance or only after proof of expenditure has been provided. In the case of advance payment, the organisations have two months after the end of the project to provide proof; in the case of payment upon proof, they have one month.

During the process, the Directorate-General examined 47 objections: it upheld two in full, nine in part, and rejected 36. Applications that were unsuccessful due to funds running out have been placed on reserve lists, organised by sector and funding stream. The Rehoyando association, which has been awarded 60,000 euros, and the Canaria Farrah Foundation, which has been awarded 26,624.96 euros, must expressly accept their revised funding via the electronic platform by 20 November. Within the same ten-working-day deadline, 13 organisations receiving partial funding must adjust their financial plans to the approved amount.

Gran Canaria: New 66 kV power line approved

The Directorate-General for Energy has approved a 66 kV power line between the Santa Águeda and El Tablero substations, both in San Bartolomé de Tirajana. Red Eléctrica de España submitted the application on 14 November 2023. Of the 10.304-kilometre route, 5.233 kilometres will run above ground on 17 metal pylons and 5.071 kilometres will be underground. The project will cost 4,639,283 euros. The government has declared the project to be in the public interest. This allows Red Eléctrica to acquire the necessary land and rights through an expedited procedure.

Objections relating to affected plots of land, easements and water facilities were received during the public consultation period; furthermore, stakeholders called for a larger section of the line to be laid underground. The San Bartolomé de Tirajana local authority considered the overhead section to be compatible with planning law this year, but rejected the underground route through developed and urban areas. Before construction begins, Red Eléctrica must provide security to cover any damage caused to third parties. The company must apply for the line to be commissioned no later than 24 months after the permit has been issued. The details can be found in the decision.

La Frontera: Agency to enforce penalties for the most serious building offences

The La Frontera local authority is now part of the Canary Islands Agency for Nature Conservation. It delegates to the Agency the powers to carry out inspections, impose penalties and order restoration in cases of very serious breaches of building and town-planning legislation on agricultural or rural land where no detailed planning has been carried out. The local council approved the affiliation on 30 July. The agreement is valid for four years and may be extended for up to a further four years.

The agency carries out monitoring and imposes sanctions on behalf of its members in the fields of environmental law, nature conservation law and planning law, and provides support to the relevant administrative bodies. For 2026, La Frontera will pay 6,677.65 euros into the agency’s budget, payable within one month. As a general rule, the local authority continues to handle any proceedings already in progress itself, but it may ask the agency to take them over.
